Do you mean a device to cool wine, or the mix drink?
Assuming you mean the drink, I did a quick search for you. That was not easy since most Google results will show the machines that cool wine, not the drink.
Apparently, wine coolers were very popular here in the US in the 80s, but they are not very popular nowadays. I could only find one wine cooler maker, and that is California Cooler.
Note that the most of the mixed drinks in the US are using malt, not wine, because it was cheaper to make (something with taxes). But apparently, California Cooler makes a mixed drink that still uses wine.
You can buy California Cooler here in the US (in supermarkets and wine stores) but I could not find info how to buy it online. Maybe you know someone here who could ship it for you? Or make a trip to California yourself? Anyway, since it has alcohol, it will not be possible to ship large amounts.
And finally, you can always make your own. Just buy some cheap wine, some soft drink, maybe a slice of lime and go crazy. Here is a recipe for starters:
