Wine storage,I wanted to buy a packet of wine yeast multiply it and dry it for storage in the freezer. Were I live there is maybe 1 brew shop but its vary far away and they only carry one strain of wine yeast, so the only way to get the strain I want is to order online which is very expensive to ship here. So is it possible to buy a packet of wine yeast add water sugar and multiply it then dry it back into a powder so I can freeze it without killing it?

You can culture it but freeze-drying may be a bit difficult to do properly. If you wish to keep a culture, star one in a beer bottle with an airlock and refrigerate it when the culture is going strong.
However, you might want to buy your packets of yeast in quantity and refrigerate them until needed. If you buy on line, just include a few packets with your orders for other supplies. If you hunt, you can buy more than just Montrachet and champagne yeasts.
